CRA Programs
The Pensacola Community Redevelopment Agency (CRA) offers assistance for residential and commercial property improvements within the CRA districts. Rebate of Tax Incremental Financing (TIF) is also available certain development projects located within the districts. Click the "TIF Rebate Incentive" tab for more information.

RESIDENTIAL PROPERTY IMPROVEMENT PROGRAM (RPIP)
The City of Pensacola Community Redevelopment Agency’s Residential Property Improvement Program (RPIP) was established to encourage reinvestment in Pensacola’s historic redevelopment area neighborhoods, address deferred maintenance and preserve affordability for residents within designated Community Redevelopment Areas.
Property owners may receive construction rehabilitation assistance for eligible improvements to their residential property. This program is available for owner occupied, long-term rental and vacant homes.
Eligible rehabilitation activities may include: structure cleaning, exterior painting or re-siding, doors and windows, roofing, landscaping, exterior lighting, fencing, porch repair/replacement, foundation work and shutters. Program is subject to funding availability.

RESIDENTIAL RESILIENCY PROGRAM
*Now available within the Urban Core, Westside and Eastside Community Redevelopment Areas. *
The City of Pensacola Community Redevelopment Agency’s Residential Resiliency Program is designed to support blight removal and prevention by repairing storm-damaged structures or securing at-risk property against future damage caused by natural hazards such as hurricanes and flooding for residents within designated Community Redevelopment Areas.
Property owners may receive rehabilitation assistance, through a one-year forgivable loan, for eligible improvements to their residential property. The program is available for owner occupied and long-term leased property (12months or more) rented to tenants with a household income at or below 80% Area Median Income (AMI).
Eligible improvements may include:
- Emergency roof repair
- Hazardous tree removal/trimming
- Electrical, plumbing and structural repairs
- At-risk mechanical equipment repair/replacement and/or evaluation
- Other improvements that remedy storm damage or secure at-risk property against future damage may be considered on a case-by-case basis.

COMMERCIAL PROPERTY IMPROVEMENT PROGRAM
*Now available within targeted boundaries of the Urban Core and Westside Community Redevelopment Area. *
The City of Pensacola Community Redevelopment Agency’s Commercial Property Improvement Program (CPIP) is designed to support preservation and enhancement of commercial, non-residential buildings and historic cemeteries. In addition, CPIP aims to increase building occupancy and reuse, elimination and prevention of blight, and preservation and enhancement of the tax base. The program provides forgivable loans to property owners to support eligible improvements, such as:
- Exterior repair and enhancements necessary to restore the building 's appearance, integrity and character.
- Fencing, lighting, landscaping signage and pavement.
- Other improvements necessary to enhance the street face of the property and provide for conditions that enable use or reuse.
Funding limits are calculated based on the property's size, age and cultural/historical significance. Funding awards for this program shall not exceed $150,000 for commercial and non-residential projects. Funding thresholds for cemeteries are based on the degree of improvement needed but shall not exceed a maximum award of $100,000. This program requires a 10-20% match depending on property ownership type (please see the guidelines below for complete details).

TIF REBATE INCENTIVE
The City of Pensacola Community Redevelopment Agency's TIF Rebate Incentives are available to incentivize redevelopment within the City's Redevelopment Areas. A TIF Rebate is a payment that is made to a developer for an established time period that equals a percentage of the tax increment that is produced by construction of the project. TIF Rebates are subject to policy guidelines.
Affordable Housing Rebate
The Affordable Housing Rebate is available for development projects that are located within a City of Pensacola TIF District (excluding the West Main District). See the Affordable Housing Area Reinvestment Policy for the terms of this incentive. The TIF Rebate must serve to meet a gap in funding and projects must include at least 10% of affordable housing.
West Main District Rebate
The West Main District Rebate is available for development projects located within the West Main District. See the West Main District Area Reinvestment Policy for the West Main District boundaries and the terms of this incentive. The TIF Rebate must serve to meet a gap in funding and projects must include at least 10% of affordable housing.
