Port Warehouses 1,4,5,6,8 and Breezeway Final Public Notice

The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Pensacola’s port warehouses repairs due to damages in Hurricane Sally (DR‐4564‐FL PW‐00126). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

 

An initial disaster‐wide Public Notice was published October 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project‐specific final notice for FEMA’s funding action located within the floodplain.

Location of Proposed Work: Warehouse 1: (30.40337, ‐87.21067); Warehouse 4: (30.40515, ‐87.21125); Warehouse 5: (30.40194, ‐87.20917); Warehouse 6 & Rail Canopy: (30.40221, ‐87.20754); Warehouse 8: (30.40274, ‐87.20782)

 

Floodplain: Project is located in Zone AE per Escambia County FIRM Panel #12113C0514G dated 12/19/2006.

 

Proposed Work and Purpose: Warehouse 1: Applicant will restore the facility back to its pre‐disaster condition by replacing an electric pull box, exterior metal double doors, and electric steel roll‐up doors. Warehouse 4: Applicant will restore the facility back to its pre‐disaster condition by replacing roof vents, steel roll‐up doors, electric switch gear, and a transformer part. Warehouse 5: Applicant will restore the facility back to its pre‐disaster condition by replacing roll‐up steel doors, rain gutter, galvanized steel flashing, electrical transformer, electrical safety switch and gear, and roof vents. A hazard mitigation proposal is included to relocate the transformer to the north side of Warehouse 5, outside of the floodplain. The transformer will also be elevated and anchored on a concrete pad. Warehouse 6 and rail canopy: Applicant will restore the facility back to its pre‐disaster condition by replacing a steel overhead canopy and its associated components, and corrugated metal wall panels. Warehouse 8: Applicant will restore the facility back to its pre‐disaster condition by replacing a flat built‐up roof and gravity roof ventilators. Damaged transformers did not contain any hazardous materials and no spills occurred.

 

Project Alternatives: FEMA has considered the no‐action alternative and has found that it would not be feasible as the area will remain vulnerable to hazards to human life and safety. The no‐action alternative would potentially have adverse social, economic, and public safety impacts to the community. The transformer at the south side of Warehouse 5 will be re‐located to the north side. Alternative locations for the warehouses were not considered as is it not cost‐effective, practicable, nor feasible to consider their relocation.
