FINAL PUBLIC NOTICE

Port Dredging - Berths 2,3,5,6,7  

 

The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Pensacola’s proposal for dredging at the Port of Pensacola due to damages in Hurricane Sally (DR-4564-FL PW 601). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

 

An initial disaster-wide Public Notice was published October 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

 

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: Project is located in the VE Zone, otherwise known as the Coastal High Hazard Area, per Escambia County FIRM Panel # 12033C0390G dated 09/29/2006. 

 

Floodplain: Project is located in Zone AE per Escambia County FIRM Panel #12113C0514G dated 12/19/2006.

 

Proposed Work and Purpose: The City of Pensacola proposes to use FEMA PA funds to dredge sedimentation/siltation from the area around berths 3, 5, and 6. Quantity to be dredged: Berth 3: 2,118 CY, Berth 5: 3,323 CY, Berth 6: 2,005 CY. The total area to be dredged is 1,640.0 ft long x 185.0 ft wide x 35.0 ft MLW deep (GPS corners: Point 1: 30.40146, -87.20637; Point 2: 30.40195, -87.20650; Point 3: 30.40121, -87.21096; Point 4 30.40072, -87.21086). Dredged material is authorized to be placed in the existing on-site Dredged Material Management Area (DMMA) at Port of Pensacola Dredge Spoils Site (30.405730, -87.207885), with return water discharged into the bay. The county obtained USACE permits for the dredging work to be completed.

 

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety. With the no action alternative, continued negative impacts on adjacent infrastructure, property, residents, and the community may be experienced. Alternate locations are not practicable as the berths are functionally dependent upon their location within the floodplain.
