Summit Blvd Lane Repurposing Feasibility Study

The City of Pensacola is currently conducting a lane repurposing feasibility determination of Summit Blvd from N 12th Avenue to Spanish Trail, a distance of approximately 1.7 miles. The purpose is to evaluate viability of lane repurposing to allow for multimodal use and improve safety for all users. Feasibility will be based upon the understanding that a context sensitive solution (CSS) is needed. CSS is defined by the Federal Highway Administration as a collaborative, interdisciplinary approach that involves all stakeholders to develop a transportation facility that fits its physical setting and preserves scenic, aesthetic, historic, and environmental resources while maintaining safety and mobility. CSS is an approach that considers the total context within which a transportation improvement project will exist.

Option 1: No build and keep Summit Blvd as is.

Option 2: Repurpose outside travel lanes with a buffered bicycle lane in both directions of travel. All improvements would stay within the existing paved travel way.

Option 3: Repurpose outside eastbound travel lane to a two-way bicycle track.  Repurpose outside westbound lane for on-street parking only from Airfield Rd to the entrance of the Roger Scott Athletic Complex. Two travel lanes would remain outside of the proposed on-street parking area. All improvements would stay within the existing paved travel way.

Open House #1

An open house was held on May 16, 2023 for the public to provide input on lane repurposing ideas. Six ideas were proposed including a no build scenario. Voting results are below.

41 – No build and keep Summit Blvd as is.

36 – Two way cycle track on the south side and on-street parking on the north side from Airfield Rd to entrance Roger Scott Athletic Complex.

18 – Buffered bike lanes on the east and west travel ways. 

5 – Shared use lane markings only.

Data Collection & Analysis

Data collection and results may be found in the technical memo. Based on the analysis, a lane reduction along Summit Boulevard from four-lanes to two-lanes is projected to have minimal impact to intersection level of service and travel times along the corridor.
